Windows XP, as with all the NT versions, includes Unicode support inherently, not in a special font. However, you can install Japanese language support under Regional options, and then the font variant you want should become available.

Microsoft has removed the Arial Unicode MS Font for Publisher 2000 free download. The font is still available as part of Microsoft Office XP and Microsoft Publisher 2002.
